On 4 May 2026, a scientific and practical seminar was held in Tashkent on the theme "The Role of the Mahalla System in the Context of the Wide-Ranging Reforms Being Implemented in Uzbekistan," with the participation of mahalla chairpersons.
The seminar underscored the pivotal role of the mahalla institution (mahalla: a community-level self-governance body) in ensuring the sustainable development of society, improving public welfare, and advancing people-centred public administration within the framework of the country's ongoing reforms. It was noted that the mahalla has today become a key link in addressing socio-economic challenges at the local level, delivering targeted outreach to the population, and ensuring the implementation of state policy.
In particular, the introduction of the "mahalla sevens" system was recognised as an effective mechanism for resolving community issues on-site, maintaining social stability, and strengthening civic participation. It was emphasised that this system has considerably expanded the capacity for timely identification of local challenges and the development of targeted solutions.
Furthermore, the declaration of 2026 as the "Year of Mahalla Development and the Elevation of Society" was assessed as a strategic decision aimed at advancing the mahalla institution to a new stage in the life of the state and society.
