On April 6, 2026, a scientific-practical seminar entitled "The Role of the Mahalla System within the Framework of Large-Scale Reforms in Uzbekistan" was held in Tashkent with the participation of mahalla chairpersons.
During the event, special emphasis was placed on the significance of the mahalla institution in ensuring the sustainable development of society, raising the well-being of the population, and improving public administration on the basis of people-centred principles. It was noted that the mahalla system serves as a crucial link in resolving socio-economic issues at the local level, conducting targeted work with the population, and ensuring the implementation of state policy.
In particular, the "mahalla heptad" system was assessed as an effective mechanism for the prompt, on-site resolution of residents' problems, the consolidation of social stability, and the expansion of civic participation. It was emphasised that this system has broadened opportunities for identifying local problems and developing targeted solutions.
Furthermore, the declaration by the President of the Republic of Uzbekistan of 2026 as the "Year of Mahalla Development and Social Advancement" was recognised as a significant strategic decision aimed at elevating the mahalla institution to a new level.
