The '5 Million Artificial Intelligence Leaders' Project in Uzbekistan: A New Phase of Innovation and Sustainable Development

03-12-2025 44

On November 28, 2025, a forum dedicated to the development of the artificial intelligence sector was held under the chairmanship of President Shavkat Mirziyoyev, at which priority issues related to ongoing digital transformation processes, the introduction of artificial intelligence and the enhancement of youth potential in the country were discussed.

In recent years, the share of the digital economy in Uzbekistan has doubled, with nearly USD 2 billion in investments attracted to the fields of artificial intelligence and IT technologies. The export of IT services has grown 4.5 times, approaching the mark of USD 1 billion. These indicators demonstrate that the potential of artificial intelligence is acquiring strategic importance for the country's sustained economic growth.

The implementation of artificial intelligence technologies is also yielding tangible results in the healthcare sector. Through the use of digital diagnostic systems, more than 50,000 patients have been given accurate diagnoses with AI assistance; 70% of mammographic examinations conducted in Karakalpakstan have been analysed via an artificial intelligence platform. The reduction in diagnosis time from several days to two hours reflects an improvement in the quality of medical care.

The most significant announcement of the forum was the official launch of the '5 Million Artificial Intelligence Leaders' project. The project envisages training 4.75 million schoolchildren and students, 150,000 teachers and 100,000 civil servants in artificial intelligence by 2030. Annual AI-focused competitions will be organised among schools, with state-of-the-art laboratories to be established for the winners.

Furthermore, a 'Presidential Competition in Artificial Intelligence' is being introduced for the purpose of identifying and incentivising talented youth. Each year, the 100 most talented young people will be selected from the district level through to the national level and sent for internships at leading technology companies in the United States, the UAE and Europe. This will serve the development of human capital and the influx of advanced technological knowledge into the country.

The proposal to declare every November 'Artificial Intelligence Month for Youth' represents an important initiative aimed at promoting AI technologies in the country and strengthening youth engagement in innovation processes.

The initiatives put forward by the President are directed at introducing an artificial intelligence ecosystem across all sectors, stimulating economic growth and developing human capital. These processes are being carried out in full conformity with the Sustainable Development Goals — in the fields of education, health, economy, innovation and international cooperation.
