On 27 April 2026, a scientific-practical seminar was held in the city of Tashkent, with the participation of mahalla (community-level self-governance body) chairpersons, on the theme "The Role of the Mahalla System in the Context of the Wide-Ranging Reforms Being Implemented in Uzbekistan."
In the course of the event, particular emphasis was placed on the role of the mahalla institution in ensuring the sustainable development of society, improving the welfare of the population, and building a more people-centred and effective system of public governance within the framework of the consistent reform process being carried out across the country.
It was noted that today the mahalla serves as the most critical link in resolving socio-economic challenges at the local level, delivering targeted engagement with citizens, and ensuring the implementation of state policy. The ongoing expansion of its capacities contributes to a deeper understanding of the real situation in localities and enables the adoption of timely and responsive measures.
In particular, the "mahalla seven" system, introduced in recent years, was assessed as an effective mechanism for resolving the problems of the population at the local level, strengthening social stability, and enhancing civic participation. It was underscored that this approach has significantly expanded the capacity to identify pressing issues in the regions, develop targeted solutions, and achieve tangible practical results.
The event also specifically noted that the declaration by the President of the Republic of Uzbekistan of 2026 as the "Year of Mahalla Development and the Advancement of Society" constitutes a significant strategic decision aimed at elevating the mahalla institution to a new stage in the life of the state and society.
