The Mahalla Institution in New Uzbekistan: A Key Link at the Centre of Reforms

    On 4 May 2026, a scientific and practical seminar titled "The Role of the Mahalla System within the Framework of the Large-Scale Reforms Being Implemented in Uzbekistan" was held in the city of Tashkent with the participation of mahalla chairpersons.

    The event placed particular emphasis on the role of the mahalla institution in ensuring the sustainable development of society, improving the well-being of the population, and refining public administration on a people-centred basis amid the reforms being carried out in the country. As was noted, the mahalla has today become an important link in resolving socio-economic problems at the local level, conducting targeted work with the population, and ensuring the implementation of state policy.

    In particular, the introduction of the "mahalla seven" (mahalla yettiligi) system was recognised as an effective mechanism for resolving the population's problems on the ground, ensuring social stability, and strengthening public participation. It was emphasised that, through this system, opportunities to promptly identify problems in the localities and develop targeted solutions for them have expanded considerably.

    Furthermore, the declaration of 2026 as the "Year of Mahalla Development and Societal Advancement" was assessed as a strategic decision aimed at bringing the mahalla institution to a new stage in the life of the state and society.
