Tashkent, November 17, 2025. — The Center for Sustainable Development organized a practical seminar titled "The Role of Mahalla Activity in Ensuring Territorial Development and New Approaches," with the participation of mahalla chairpersons of the capital.
At the event, Center expert Avazbek Khalbekov presented information on the modern functions of the mahalla institution within the system of territorial governance, as well as new approaches to strengthening dialogue with the population and effectively implementing social projects at the local level.
As the Center's expert emphasized, supporting the mahalla institution creates opportunities to increase public trust in state bodies, to detect and address social problems at an early stage, and to strengthen targeted mechanisms for working with youth and women.
During the seminar, the role of the "mahalla heptarchy" system in conducting direct dialogue with the population was analyzed, along with its practical significance in consolidating social partnership and ensuring the rational use of resources at the mahalla level.
It was further noted that the mahalla institution is a key factor in the sustainable development of territories, the support of local initiatives, the provision of environmental safety, and the strengthening of social cohesion.
In the concluding session, participants received answers to their questions concerning reforms within the mahalla system, mechanisms for increasing the active participation of the population, and the expansion of public engagement.
