In accordance with Presidential Decree No. PP-51 of the Republic of Uzbekistan, dated 9 February 2026, new mechanisms for the economic support of low-income populations have been introduced in mahallas classified under the 'difficult' category.
Under this decree, the construction and commissioning of small solar power plants with a capacity of 300–500 kW is envisaged in 'difficult' mahallas as a sustainable income-generating asset. To finance these projects, financial resources amounting to USD 110 million are to be allocated by the Reconstruction and Development Fund of the Republic of Uzbekistan.
Furthermore, the decree mandates the development and submission, within one month, of a draft regulatory legal act covering the following areas:
• Design of small solar power plants in accordance with the legally established procedure, state expert review, competitive selection of contractor organisations, and organisation of construction and installation works;
• Commissioning of these power plants and introduction of mechanisms for their effective operation and management;
• Establishing a transparent and effective procedure for distributing financial revenues from the sale of generated electricity.
This initiative aims to strengthen the economic resilience of low-income population segments, create additional income sources in mahallas, and expand the utilisation of renewable energy sources.
