    State Budget and Expenditures Directed Towards Sustainable Development

    The draft parameters of the state budget and tax policy for 2026 have been published.

    Overall State Budget Expenditure Indicators

    State budget expenditures for 2026 are projected at 402.4 trillion soums, or 20.4% of GDP (compared to an expected 388.9 trillion soums, or 22.6% of GDP in 2025).

    These figures indicate a growth in the volume of state expenditures in 2026, while their share relative to GDP decreases. This reflects a transition of budget policy towards a more balanced and efficient direction.

    To achieve national goals in the field of sustainable development, state budget expenditures of 300.5 trillion soums are earmarked for 2026, comprising 74.7% of total state budget expenditures.

    Expenditures by SDG:

    The largest allocation — 94.8 trillion soums, or 23.6% of total expenditures — is directed towards SDG 4: Ensuring inclusive and equitable quality education and promoting lifelong learning opportunities for all.

    In second place is SDG 3: Ensuring healthy lives and promoting well-being for all at all ages — with an allocation of 47.6 trillion soums, or 11.8% of total expenditures.

    Overall, the 2026 budget reflects the state's strategic approach to supporting economic growth, strengthening social protection, and achieving sustainable development, with a focus on the effective utilisation of financial resources.
