As of 1 February 2026, the Republic of Uzbekistan has introduced a unified 'Social Registry' based on the 'Unified Social Protection Registry' and the 'Registry of Low-Income Families,' with the aim of further improving the social support system for the population.
The new registry is designed to ensure targeted, transparent, and effective organisation of social protection measures, as well as to coordinate mechanisms for accurately identifying and supporting vulnerable segments of the population.
Within the framework of the 'Social Registry,' families are classified into three categories:
1. Families under state care — families whose members are incapacitated or have limited capacity for employment, and whose total average monthly income per family member is below the minimum subsistence expenditure;
2. Low-income families — families whose members are capable of working or have the opportunity to engage in employment, but whose total average monthly income per family member is below the minimum subsistence expenditure;
3. Families on the poverty threshold — families whose total average monthly income per member ranges from one to one and a half times the minimum subsistence expenditure.
The introduction of the unified 'Social Registry' represents a significant stage in systemic reforms aimed at enhancing the effectiveness of state policy in the area of social protection, ensuring targeted delivery of social assistance and services, and reducing poverty.
