Strategic Transformation of Uzbekistan–Pakistan Cooperation

    The state visit of the President of the Republic of Uzbekistan, Shavkat Mirziyoyev, to the Islamic Republic of Pakistan is assessed as a landmark political event that has elevated bilateral relations to a qualitatively new stage of strategic partnership. The visit not only strengthened the institutional foundations of bilateral cooperation but also established a comprehensive regional agenda aimed at deepening interconnectivity between Central and South Asia.

    High-level talks held in Islamabad included a thorough discussion of developing the Uzbekistan–Pakistan strategic partnership on the basis of long-term interests, mutual trust, and a pragmatic approach. The parties placed particular emphasis on the intensification of political dialogue, the expansion of inter-parliamentary and inter-agency ties, and the role these processes play in consolidating mutual trust, reflecting the systemic and sustainable character of bilateral relations.

    One of the most significant institutional outcomes of the visit was the inaugural session of the Strategic Partnership Council — a permanent platform established to coordinate cooperation between the two states, define priority directions, and ensure the practical implementation of agreed decisions.

    Economic cooperation issues occupied a central place in the negotiations. The parties set concrete targets: bringing bilateral trade volume to USD 2 billion in the near term, alongside the implementation of a portfolio of joint projects valued at USD 3.5 billion in such strategic sectors as agriculture, industry, pharmaceuticals, textiles, electrical engineering, and others. Notably, these plans are aimed at redirecting economic cooperation away from raw-material trade towards industrial and innovative projects with high added value.

    Security and defence cooperation also emerged as an important component of the strategic partnership. Agreements reached to expand interaction in military and military-technical domains, conduct joint exercises, exchange expertise, and develop a dedicated 'road map' demonstrate the existence of a shared approach to ensuring regional security. Of particular significance was the deepening of cooperation in countering terrorism, extremism, and transnational threats.

    Agreements in the field of transport and logistics further enhanced the geoeconomic significance of the visit. Accords to accelerate the implementation of the Trans-Afghan Railway project and to develop the Pakistan–China–Kyrgyzstan–Uzbekistan transport corridor are intended to expand transit capacity between Central and South Asia, diversify regional trade routes, and deepen economic integration. These projects are in alignment with Uzbekistan's foreign policy strategy oriented towards shaping an open and interconnected regional space.

    The inaugural session of the Strategic Partnership Council concluded with the signing of a Joint Declaration and approximately 30 bilateral instruments covering trade and economic, industrial, agricultural, geological, pharmaceutical, and textile spheres, as well as digital technologies, ecology, culture, education, sport, security, and anti-corruption efforts. These documents elevated the legal and institutional foundations of Uzbekistan–Pakistan relations to a qualitatively new level.

    Cultural and humanitarian cooperation constituted an important and symbolically significant element of the visit. The naming of a street in Islamabad after Tashkent, along with the decision to establish a park bearing the name of the illustrious statesman and thinker Zahiriddin Muhammad Babur, served as a vivid expression of the deep historical, spiritual, and cultural bonds uniting the two peoples. Uzbek Culture Weeks, film days, and joint initiatives dedicated to studying the Baburi heritage will further strengthen mutual understanding and trust between the peoples of the two nations.

    Cooperation in the fields of education and science was also recognised as a significant pillar of the strategic partnership. The conferral by Pakistan's National University of Sciences and Technology of honorary doctoral and professorial titles upon the President of Uzbekistan represents a distinguished international recognition of the head of state's contribution to the advancement of education, innovation, and international academic cooperation.

This state visit marked a pivotal stage in the further deepening of Uzbekistan–Pakistan relations at the level of strategic partnership, the enrichment of cooperation with new content and directions, and the consolidation of mutual support between the two countries on the regional and international stage. The decisions taken and documents signed have created a solid strategic foundation for the long-term, sustainable, and mutually beneficial development of relations between the two states.
