Summit of Central Asian Heads of State: History, Objectives, Impact and Prospects

    Central Asia is a region of considerable geopolitical significance, rich historical and cultural heritage, and abundant strategic resources. The five states of the region — Uzbekistan, Kazakhstan, Kyrgyzstan, Tajikistan and Turkmenistan — share a common history, language and culture. Since 2015, with the aim of strengthening mutual cooperation, these states have been convening the C5+1 Summit jointly with the United States of America. This summit provides an opportunity to enhance regional solidarity, address common challenges, and participate with a unified voice in global political processes.

    History and Formation of the Summit

    The principal factors that served as an impetus for the establishment of the summit include:

    •                        Regional security challenges: terrorism, extremism, drug trafficking and border disputes;

    •                        The need for economic integration: cooperation in trade, transport, energy and investment;

    •                        Cultural and historical commonality: shared civilisational heritage, linguistic affinity and convergence of traditions.

    The holding of the C5+1 Summit serves to reinforce mutual trust among the states of the region, strengthen diplomatic ties and shape policies that serve common interests.

    Core Objectives of the C5+1 Summit

    The objectives of the C5+1 Summit are as follows:

    •                        Strengthening political cooperation: joint resolution of regional challenges, coordination of foreign policy;

    •                        Economic integration: reduction of trade barriers, coordination of transport routes, improvement of the investment climate;

    •                        Addressing environmental challenges: the Aral Sea crisis, water resource management, measures to combat climate change;

    •                        Development of cultural ties: joint festivals, academic exchange programmes, promotion of tourism;

    •                        Cooperation in the security sphere: border security, cybersecurity, counter-terrorism.

    19 September 2023 — The First Presidential Summit

    President of Uzbekistan Shavkat Mirziyoyev, President of Tajikistan Emomali Rahmon, President of Kazakhstan Kassym-Jomart Tokayev, President of the United States Joe Biden, President of Kyrgyzstan Sadyr Japarov and President of Turkmenistan Serdar Berdimuhamedov participated in the first-ever presidential summit of C5+1, held on 19 September 2023 in New York, USA. Prior to that occasion, the summit had been held exclusively at the level of foreign ministers.

    Impact on Central Asian Countries

    Economic Development

    •                        Regional projects, notably the Trans-Caspian International Transport Route and South Korea–Central Asia trade platforms;

    •                        Growth in trade turnover, improvement of the investment climate;

    •                        Cooperation in the energy sector: exchange of gas and electricity, green energy projects.

    Political Stability

    •                        Enhancement of trust between states, strengthening of diplomatic ties;

    •                        Establishment of effective mechanisms for the joint resolution of regional challenges.

    Cultural Cohesion

    •                        Joint festivals, academic exchange programmes, cultural events;

    •                        Development of tourism, preservation and promotion of historical heritage.

    Elevation of International Standing

    •                        Central Asian states are acquiring the capacity to participate with a unified voice in global political processes.

    •                        Cooperation with international organisations is expanding (UN, SCO, OIC and others).

    Future Prospects and Practical Plans

    On 6 November, an event is expected to be held in Washington under the chairmanship of US President Donald Trump to mark the 10th anniversary of the summit; the principal directions of discussions will encompass security, economics and ecology — matters of particular importance to the Central Asian states that border Afghanistan.

    Expected outcomes of the summit:

    A Unified Regional Market: The Priority Direction of Economic Integration

    The concept of establishing a unified regional market in Central Asia constitutes a strategic initiative to deepen regional economic integration, envisaging the removal of trade barriers between states, harmonisation of customs procedures and improvement of the investment climate. This initiative is fully aligned with SDG 8 'Decent Work and Economic Growth' and SDG 9 'Industry, Innovation and Infrastructure'. In practical terms, the introduction of unified technical standards, development of digital customs systems and creation of legal mechanisms to protect investment are expected to open new markets for small and medium-sized enterprises in the region. The growth of export potential and the creation of a stable environment for foreign investors will serve as significant factors in ensuring regional economic sustainability.

    Integration in Education and Science: Developing Intellectual Potential

    The establishment of academic exchange programmes between regional universities, implementation of joint master's and doctoral programmes, and organisation of regional scientific forums are advancing cooperation in education and science to a new level. This process is closely linked to SDG 4 'Quality Education' and serves to strengthen ties among young people, accelerate innovative development and enhance competitiveness in science and technology. In the long term, Central Asian states will be able to actively participate in global scientific cooperation, fully realise youth potential and make effective use of intellectual resources.

    Environmental Cooperation: A Unified Approach to the Aral Sea and Water Resources

    The Aral Sea crisis and limited water resources represent some of the most pressing environmental challenges in the region, the resolution of which requires transboundary cooperation. The common strategy being developed within the C5+1 framework is directed at finding sustainable solutions that take into account the interests of all states. This direction is aligned with SDG 6 'Clean Water and Sanitation' and SDG 13 'Climate Action'. Practical directions include transboundary water management, introduction of green technologies and development of environmental monitoring systems. In the long term, opportunities are emerging to improve the quality of life for the population of the Aral Sea region, preserve biodiversity and attract international environmental grants and investments.

    Transport and Logistics: An Instrument for Strengthening Regional Connectivity

    The coordination of transport routes and development of logistics infrastructure in the region are of decisive importance for the strengthening of trade, tourism and regional connectivity. Initiatives such as the Tashkent–Kashgar route, integration of rail and road networks, and introduction of a single-window system at borders are being implemented. This direction is aligned with SDG 9 and is aimed at transforming Central Asia into a global transit hub, reducing logistics costs and accelerating export-import operations.

    Digitalisation and Cybersecurity: The Strategic Importance of Digital Transformation

    In the twenty-first century, digital technologies have become the primary driver of development. Central Asian states are strengthening their digital infrastructure through the introduction of e-government platforms, development of digital trade systems and establishment of regional cybersecurity centres. This process is aligned with SDG 9 and SDG 17 and is aimed at developing the digital economy, enhancing youth potential in the IT sector and expanding participation in the global digital market.

    Relationship with the UN Sustainable Development Goals

    The C5+1 format constitutes an important platform for strengthening strategic dialogue between the Central Asian states and the United States, playing a decisive role in ensuring regional stability, economic growth and ecological balance. The summit's objectives in the political, economic, cultural and security spheres are inextricably linked to the UN Sustainable Development Goals (SDGs):

    •                        SDG 16 — 'Peace, Justice and Strong Institutions': initiatives to combat terrorism, extremism, drug trafficking and border conflicts, strengthen the rule of law and effective governance institutions.

    •                        SDG 8 — 'Decent Work and Economic Growth' and SDG 9 — 'Industry, Innovation and Infrastructure': measures to develop transport, logistics and digital infrastructure, improve the investment climate, support SMEs and deepen industrial cooperation.

    •                        SDG 13 — 'Climate Action' and SDG 6 — 'Clean Water and Sanitation': transboundary water management, introduction of green technologies, development of climate adaptation strategies.

    •                        SDG 4 — 'Quality Education': academic exchange programmes, joint scientific research, scholarship programmes for youth.

    •                        SDG 17 — 'Partnerships for the Goals': an effective platform for strengthening regional and international cooperation, expanding political, economic and cultural ties.

The active participation and initiatives of Uzbekistan are transforming the summit into an integral part not only of the regional but also of the global sustainable development process. In the long term, the successful implementation of practical projects within the C5+1 framework may elevate Central Asia to the forefront of regions achieving the SDGs.
