At the current stage of Uzbekistan's development, the mahalla institution is becoming not merely an administrative structure, but also a strategic centre ensuring the socio-economic and ecological stability of society. From this perspective, the nationwide charitable hashar (community gathering) held on 13–14 March of this year under the motto "The prosperity of the country begins in the mahalla!" is not simply a traditional clean-up event, but a consistent step towards achieving the Sustainable Development Goals (SDGs) proclaimed by the United Nations.
The ecological component of this initiative, in particular its integration with the national "Yashil Makon" ("Green Space") project, represents an important step in preserving the country's biodiversity and mitigating the effects of climate change. Planting fruit and ornamental trees in mahallas promotes the improvement of urban and rural ecosystems and raises the ecological culture of the population. This process is fully consistent with the SDG targets relating to combating climate change and protecting terrestrial ecosystems.
The social dimension of the hashar is grounded in the principles of upholding human dignity and building an inclusive society. Assistance measures aimed at improving the housing conditions of socially vulnerable groups, the elderly, and persons with disabilities reflect the shared social responsibility of the state and society. Such targeted charitable initiatives contribute to the fulfilment of strategic objectives relating to the reduction of social inequality and poverty alleviation.
At the same time, the modern concept of hashar is distinguished by its strict observance of labour protection and safety standards. The prohibition on conducting hashar activities in locations posing a threat to human life and health — on motorways, near bodies of water, or on the roofs of high-rise buildings — is grounded in international labour norms and the primacy of human rights. This guarantees a safe and organised form of voluntary labour.
In conclusion, the nationwide charitable hashar represents a unique social model harmoniously combining Uzbekistan's national values with contemporary global challenges. It contributes to the realisation of the concept of sustainable cities and villages through the improvement of community infrastructure, the strengthening of a spirit of kindness and mutual assistance in society, and the preservation of a healthy natural environment for future generations.
