With the aim of promoting a culture of reading among the population — particularly among young people — enhancing interest in reading, and strengthening the spiritual and educational environment, the Presidential Decree "On Measures to Develop a Culture of Reading and Increase Public Interest in Books" (PP-9, 15 January 2026) has been adopted.
The Decree establishes as a strategic goal for 2026–2030 the improvement of public reading activity — specifically, raising the average number of books read per person per year to 10.
In accordance with this Decree, a Fund for the Development of a Culture of Reading is to be established under the Agency for Youth Affairs. The Fund will finance projects aimed at supporting young creative talents, advancing the literary sector, and expanding translation activities. In particular, provisions are made for awarding grants to young writers, paying creative fees to talented authors, facilitating the mutual translation of national and foreign literature, and covering publishing costs.
Furthermore, from 1 February 2026, the programme "The Book — A Source of Enlightenment" will be implemented to promote reading among the population. Promotional materials produced by state bodies relating to books and reading will be recognised as public service announcements. Conditions will be created in public transport for accessing the electronic platform "Mutolaa" via wireless or mobile internet, with the introduction of dedicated QR codes.
Under the Decree, reading clubs entitled "In the Footsteps of the Jadids" are to be established in general education institutions. The activities of these clubs will encompass the organisation of debates on literary analysis among students, the reading of at least 20 books over the course of a year, and a quarterly incentive scheme for the most active club members.
These initiatives are intended to contribute to the formation of a reading society, the revival of national enlightenment traditions, and the enhancement of the intellectual potential of the younger generation.
