On 29 January 2026, a regular session of the Public Council under the Ministry of Energy of the Republic of Uzbekistan was convened under the chairmanship of Elyorjon Saminov, Chairman of the Public Council and Director of the Centre for Sustainable Development. The session was attended by heads and responsible officers of the relevant structural divisions of the Ministry of Energy, as well as members of the Public Council. Within the framework of the session, a broad public discussion was organised on the most pressing issues of the fuel and energy sector.
During the discussion, a comprehensive analysis was conducted of the results achieved in the fuel and energy system throughout 2025, and the views of the public and experts were heard regarding the identification of priority objectives for 2026.
In particular, the issue of uninterrupted and stable supply of energy resources to the population and economic sectors during the winter season was examined as one of the central topics of the public discussion. The measures being implemented, existing systemic problems, and proposals for their resolution were openly discussed with public participation.
Furthermore, a thorough exchange of views took place on improving the efficiency of handling citizens' appeals, enhancing the operations of call centres, and strengthening mechanisms for transparency and public oversight. Members of the Public Council put forward practical proposals and recommendations aimed at addressing existing challenges in the sector.
During the session, special attention was given to ensuring the active participation of Public Council representatives in legislative processes pertaining to the fuel and energy sector. In particular, the necessity was emphasised of incorporating public opinion in the development and refinement of draft regulatory and legal instruments, conducting public consultations on draft legislation, and making effective use of the institutional capacities of the Public Council in formulating expert opinions. In this regard, proposals were advanced concerning the submission of comments and conclusions on draft laws, the organisation of public hearings, and the introduction of mechanisms ensuring openness and transparency in the legislative process.
At the close of the session, the work plan of the Public Council under the Ministry of Energy for 2026 was approved, providing for the systematic organisation of public discussions, sectoral monitoring, and analytical activities.
