Article by Sustainable Development Center Expert Published in Global Policy Journal

27-10-2026 24

On September 24, 2026, the international Global Policy Journal published the analytical article “Beyond Multipolarity: Uzbekistan’s Case for Making Multilateralism Work” by Jahangir Isayev, an expert at the Sustainable Development Center.

The article argues that one of the main problems in international relations today is not a shortage of new institutions but the gap between decisions made at the global level and their implementation at the regional level.

Analyzing the concept of “viable multilateralism” promoted by Uzbekistan—multilateral cooperation that actually works and is oriented toward results—the author notes the need to make effective use of regional organizations while preserving the universal coordinating role of the United Nations (UN).

The article examines relations between the UN and the Shanghai Cooperation Organisation as a practical case for testing this approach. In particular, it stresses that regional cooperation should not stop at declarations but should lead to concrete projects, investment, technology transfer, and measurable results.

The author identifies three key conditions for effective multilateral cooperation: regional organizations should complement universal institutions, cooperation should move from declarations to practical projects, and its results should be assessed against specific indicators.

The article also presents Central Asia as an important region for testing this approach in practice. Issues such as water resources, transport corridors, climate adaptation, energy security, and digital transformation are difficult to resolve within a single state and require coordinated regional cooperation.

According to the article’s main conclusion, the effectiveness of modern multilateral cooperation depends less on creating new institutions than on ensuring that existing international and regional institutions work in a coordinated and results-oriented way.

The article was published in English on the Global Policy Journal website.
